Matt Cutts of Google just confirmed that they penalized another link network, the “private link network” Anglo Rank. Google found a way to detect websites that belong to it's link sharing network. Websites belonging to it's network will be punished by manual penalties.
Websites belonging to this link sharing network may sees the Webmaster Tools manual penalty action message a few days later. Penalty notifications will be sent to websites belonging to the Anglo Rank network.

Google is hot on the pursuit of link sharing networks. Some of Google's targets include Ghost Rank 2.0, SAPE Links, BuildMyRank.com and Text Link Ads to name a few.
Websites that are punished by a manual action by Google can request a Google reconsideration request. Websites that wish to be removed from link networks like those mentioned above should login and remove their websites from the network or use Webmaster Tools to disavow bad links.
